As Principal Consultant for Hydros Agritech, Bell brings with him more than 26 years of crisis management skill planning for both the public and private sector. Bell holds abachelor’s degree in plant biology and worked with the California Department of Food and Agriculture (CDFA) for more than 18 years.
Bell started as a biologist with the CDFA where helped research and write eight publications on various plant species and diseases. He later went on to serve as CDFA’s director of policy development and forecasting and provided analysis and focused recommendations to the Secretariat on key issues affecting California agriculture. Bell was later promoted to Deputy Secretary of CDFA, serving as the primary administrator responsible for budget and policy direction for department of more than 2,300 employees and a $230 million budget.
Following his years with the CDFA, Bell served as a principal for a government and public affairs firm specializing in government relations. He guided clients including the National Association of State Departments of Agriculture, the Dairy Institute and others regarding federal funding, state contract bidding, and University of California capital outlay and regulation of perchlorate in food and water. He later served as national program director for agriculture and food security, as well as general homeland security and emergency management. Bell then served as founder and managing director of a start-up public safety consulting firm currently focused on developing business in public sector crisis and consequence management and public safety planning.
